The Postmaster-General has pointed

out to me in this connection that on two occasions since

the issue of stamps bearing His Majesty's head when there

has been a change in the paper on which the stamps are

I would suggest that any future changes should be notified

to this Government at the time of consignment of the stamps

as otherwise there is no obstacle to dealers purchasing
